Investor Permit in Mauritius

The Investor Permit (previously the Occupation Permit for investors) allows non-citizens to reside and operate a business in Mauritius with a minimum investment threshold. It is the primary pathway for international entrepreneurs and investors seeking legal residency through business activity.

The Investor Permit is issued by the Mauritius Economic Development Board (EDB) under the Immigration Act and allows non-Mauritian nationals to reside in Mauritius on the basis of a qualifying investment in a Mauritius business. Introduced as part of Mauritius's strategy to attract foreign direct investment and talent, the Investor Permit provides a three-year residence permit (renewable) and the right to manage and operate the applicant's Mauritius business. For international entrepreneurs and high-net-worth individuals wishing to establish a genuine operational presence in Mauritius — whether for a trading company, a financial services business, or an investment vehicle — the Investor Permit is the primary residence pathway. It can subsequently lead to a Permanent Residence Permit after three years.

Investor Permit — Categories and Thresholds

Standard Investor Permit

Available to non-Mauritian nationals who invest or commit to invest a minimum of USD 50,000 (or equivalent) in a qualifying Mauritius business. The business must be incorporated and operating in Mauritius, and the applicant must be the beneficial owner or co-owner. The permit is valid for three years and is renewable, provided the business remains operational and the investment threshold is maintained.

Investor Permit — ICT and BPO Sector

For businesses in the Information and Communication Technology (ICT) or Business Process Outsourcing (BPO) sectors, the minimum investment threshold is reduced to USD 50,000 with a turnover target of MUR 3 million in the second and subsequent years, reflecting Mauritius's ambition to develop its digital economy.

Investor Permit — Innovative Start-Up

For qualifying innovative start-ups, the EDB operates a dedicated pathway with lower minimum thresholds, support from the Mauritius Research and Innovation Council (MRIC) and access to incubator spaces. This is targeted at early-stage tech and innovation ventures.

Premium Visa

The Premium Visa is a one-year (renewable) residence option for non-citizens who wish to live and work remotely from Mauritius without operating a local business. It requires proof of employment with an overseas entity or self-employment with foreign-source income. It is an excellent gateway for digital nomads, consultants and remote workers, and can transition to a full Investor Permit when a Mauritius business is established.

Investor Permit Application Process

Business Incorporation

The applicant must first incorporate a company in Mauritius. The company should be operational or have a credible business plan demonstrating its intended activities. We manage the entire incorporation and licensing process.

Investment Evidence

Funds meeting the minimum USD 50,000 threshold must be transferred to the company's Mauritius bank account and evidenced by bank statements and a certificate from the company's bank confirming the transfer.

EDB Application Preparation

We prepare the Investor Permit application package for the EDB, including the application form, business plan, company documents, investment evidence, personal KYC documentation and the medical and police clearance certificates required.

EDB Submission and Processing

We submit the application to the EDB (submitted online through the Mauritius e-Services portal). The EDB reviews the application and processes it, typically within four to six weeks. The EDB may request additional information or clarifications.

Permit Issuance and Immigration

Upon approval, the Investor Permit is issued and the applicant may enter and reside in Mauritius. The permit is endorsed in the passport. We assist with the biometric registration at the Passport and Immigration Office (PIO) upon arrival.

Renewal and Permanent Residence

The Investor Permit is renewable every three years, provided the business remains active and meets the applicable turnover or investment thresholds. After three years, an application for a Permanent Residence Permit (PRP) valid for 20 years may be made.

The minimum investment threshold is USD 50,000, which must be transferred to the company's Mauritius bank account and evidenced at the time of application. This is a minimum — the business plan should demonstrate a commercially credible operation.
Can my spouse and children be included in the Investor Permit?
Yes. The holder of an Investor Permit may apply for dependent passes for their spouse and dependent children (under 24 years of age in full-time education). Dependants holding a dependent pass may reside in Mauritius and attend Mauritius schools or universities.
Can an Investor Permit lead to permanent residency?
Yes. After three consecutive years under an Investor Permit, an application may be made for a Permanent Residence Permit (PRP) valid for 20 years, provided the business meets the applicable turnover or investment thresholds at the time of application.
Is the Investor Permit the same as a work permit?
No. An Investor Permit authorises the holder to reside in Mauritius and manage their own Mauritius business. It does not authorise the holder to take employment with a third-party Mauritius employer. For employment with a Mauritius company, a separate Occupation Permit (Work) is required.
What turnover does the business need to achieve?
At the time of renewal (after year 3), the business must demonstrate a cumulative turnover of at least MUR 4 million over the permit period, or meet the applicable sector-specific thresholds. We track this throughout the permit period and advise clients well in advance of renewal.
Can a GBC (Global Business Company) be used for an Investor Permit?
GBCs are designed for companies conducting business outside Mauritius and are generally not the appropriate vehicle for an Investor Permit application, which requires a business operating within Mauritius. An operational local company (GBL or Category 1 company) is the appropriate vehicle.
